It seems like men think that women are dressing up just to seek their attention. When in reality we are usually dressing a certain way for comfort, fashion and or to feel good about ourselves. Very rarely has anything to do with seeking attention from men.

Women dress up to seek attention not necessarily for random men but to flirt with the men they want, getting advancement in careers, showing off herself to other women, compliments and envy from other women from the group, for earning money through online or offline prostitution. Nobody put much effort for gaining nothing in return.
