depends on how genuine it would seem we see it in the tone of their voice and their body language but personally I like it more from guys and close guy friends... but It's only because girls always compliment each other just to make someone feel better or seem sweet... and if it's from someone random it's the best since they don't know us and Don't want to just please us (could also be cringe... again if it's said in a weird way)... if you want to compliment someone it's better to be said and then you'd leave with a kind smile shortly after don't stay and wait for the person to react... like "aw cute dress today" while you walk pass them. hope it helps
