I watch them bully the girl but she's usually to drunk to know any better. Friends try to distract him because he is stalking her.
Without knowing anything about either of the two people interacting I doubt you are in a position to be able to clearly see what is going on. They could be a couple who got into a fight earlier, they could be brother and sister… you literally have no clue what you are talking about is all I am saying
