Guy says he wants to meet me but he's unable to commit to a time to meet up, he says all these elaborate words regardless?

So we met at a friend's party, really hit it off no didn't sleep together or anything sexual, and been communicating since.

He says all these elaborate words about loving me, that he's been wondering where I've been, etc., and what not but he cannot commit whatsoever to meeting up even for a simple coffee.

Wait you haven't even met up to do something and he is saying he loves you? Wow. That escalated quickly. That would be a red flag to me. I would be like okay dude... sure you do. Aside from that maybe he just is busy and doesn't know when he will have time. Why not put the ball in his court and say tell me a day that you are free? Have you tried that yet? I don't think there is any reason to worry that he doesn't want to.
