I don't know English, but the answer is easy and I don't need to watch the video, the woman evolved to have a neotenic appearance, her behavior is in accordance with her neoteny, therefore the woman has childish behaviors such as not taking responsibility for her acts, as would a child or infant (who also have neoteny).
