Guys: What do you do when someone stares you down?

This question is for the guys, since when girls stare me down the intention is a bit different.

I live in a predominantly Italian area. This means that there's lots of staring going on, especially from construction crew. (I don't know why, but Italians like to just plain stare, at everyone) I'm not saying they are weird for it, but people in my culture are taught that its rude to stare - so I pretend to mind my own business at all times, haha.

[Q] Either way, when you get a stare from another guy, do you keep staring back until someone breaks eye contact or do you look away right away?

Cus, the way I see it is this: If you look away you are kinda soft, but if you keep staring, that's like a confrontation.

I would prefer to look away, but I don't want to be seen as soft. So I stare instead. But I'm not a confrontations guy, so that makes me uncomfortable.
