I met someone, we exchanged numbers and continued chatting over the phone. She texts my name back all the time and she recently gave me a petname. Could it be a sign she is considering a relationship with me.

Well yeah it can certainly mean that. She is definitely flirting with you if she gave a pet name and you two text. Not much other context to the situation but I can tell you that girls don't give out our numbers unless we are interested. We don't need the hassle of someone blowing up our phone if we don't want to hear from them. So you are prob right that she has at least thought about it and considering you as someone she would date.
