Girls, my best friend grabbed my hand and put it around her throat, is this something you would say is normal?

I will preface this with that I am not great with social queues.

I've been friends with this girl for over a decade at this point. We've gotten closer and closer over the years but this seems a little too close? We were wrestling and fucking around like we always do. Then after we stopped we were sitting there talking in the middle of the conversation she grabs my right hand and puts it around her throat and giggles/ smiles.

I would normally think that this would be a great indicator for some interest in her end, but she has a boyfriend of almost a decade. Like I said she's never done anything like this before either. Maybe I'm trying to read into it when I shouldn't. You tell me!

Definitely seems like a cue for her wanting to do something intimate with you. But if she’s been in a relationship for years, then that’s strange. It’s definitely not a normal thing that friends do to each other, especially if she did it and then giggled, that gives me the impression that she’s wanting something more from you.

Their relationship is a bit rocky. Due to a few things such as disagreements etc. The biggest being that they have been together a decade and he still hasn't proposed.

She's talked about leaving before but never has, now she is saying that if he doesn't propose soon she's gonna leave. I'll believe that when I see it. But yeah, I thought it was a bit weird. I mean If she was a single woman I wouldn't have minded making a move but the thought of her relationship made me freeze. I don't want to get involved in anything like that...
