If a girl puts her hand on her neck when she is talking to me, does it mean anything? I have noticed this woman does occasionally when she talks to me, she also sometimes strokes her fringe. Could they mean anything?

Playing with the hair/preening themselves is one subconcious way women show attraction.

As well as that, the woman will sometimes rest her hand on or near her neckline, trying to draw attention to it. (Stems from the action of presenting your neck as a sign of submission in the animal world)

I do that when I feel attracted to the guy I'm talking to. If she looks straight into your eyes while doing it, touches her hair, smiles a lot at you, she's probably flirting with you

she's flirting with you if she's looking right at you while she's doing it. If she's just randomly touching her neck and looking around, it may not mean anything.
