I know in a business/work setting, it's very common for anyone, man or woman, to shake a person's hand or offer to.
I work in an office setting at the hospital, and anytime someone comes in that's applying for a job, or seems important, I stand up and extend my hand out- and most men happily shake it! I think most are taken aback by how firm my handshake is, lol
I thought that was common practice. I learned that years ago, especially when you're doing interviews it's polite to offer a handshake.

If I’m being introduced to someone or if I’m introducing myself to someone, I always offer my hand for him/her to shake. I am a nurse, so I don’t do it anymore in a hospital setting, which was really hard to overcome but in a social setting I still do. If someone’s being introduced to me, I usually let them lead but I’ll always shake it. Some people that are good friends with a friend and that I’ve heard a lot about, I’ll even hug.
