I met a girl at work and she told me she’s new to town and has no friends here. I like this girl and I decided to text her and ask her to come out to the bars with me and she said “ I can’t I promised my friends I’d hang with them tonight 😑😑😑”. Is she not interested?

I would not talk to her again. I think some women exaggerate their level of interest in being your friend cause they think they can bait your attention that way, without giving you the level of curiosity and care they pretend to offer you. Basically somebody who steals time and attention by faking friendship. It's okay to not be interested in guy but faking interest while not interested is wrong.

If that’s exactly what she wrote, word for word, I would say she probably isn’t interested rn. Even if she was actually going out with friends, she would have said something like, “awww.. I would have really liked to but I have other plans.. maybe some other time”? Something that would let you know you can ask her again.

More likely she doesn't want to go to bars with a guy she doesn't know.

Depends on how you got her number as well. If you got it from her, she may have wanted to hang out with you but since she made other plans she's disappointed, or if you got it from employee records because you're her boss, she could be freaked out and uninterested.

Friends from a different town/city. They came to visit her or she went to visit them. Try again and if she does the same thing, she is not interested or not ready for anything rn!
