I remember buying the bar a round, and ordering a couple of girls food as well, when high.

2) Raise and eyebrow (still smiling) and say, "Seriously?"
3) When she says yes, you respond: "I'll tell you what--If you can engage me in an interesting and entertaining conversation for 5 minutes, I'll buy you a drink."Then, see what happens. If she genuinely entertains you, buy her a drink. If she doesn't, tell her she failed and either offer her the chance to try again with another 5 mins, or walk away if it was REALLY bad.
Unless she's VERY cool, the likelihood of her being able to LEAD an interesting 5 min conversation (note--you let HER lead the convo--NOT YOU!) is very low.

@CrabCakes11 to me if she was interested she would have asked 'can I buy you a drink?' that's what I'd do in that situation. If someone were to offer me a drink, then sure I'd accept it - if I was interested, but to ask someone to buy me one that's a bit... rude and somewhat condescending (at least in my opinion).
