It's not weird at all.
The average height for American women is 5'4" and globally, it's 5'3". But that's the average between women of all sizes. So there are a lot of short girls, and under 5' is fairly common.
A lot of guys like me think that short girls are the cutest and sexiest of all.

No there are plenty of short people, especially girls.

Also if this about 16 year old you,
1 you may have noticed some puberty changes but I doubt you're done going through puberty and
2 puberty isn't the end of your development so puberty or not you may still grow taller over the next 4 to 5 years

Not that uncommon. I worked with a girl who was 4'10, and she was very cute. And nice.
I almost knocked her over coming around the corner of a cubicle, though. I used to joke that she should wear a propeller beanie so people could see her over the cube walls.
