Is this girl shy, I'm not sure?

Things she does: when I'm talking to her she can hold strong eye contact almost like it's frozen, or like she can't look away from my face.

She barely says anything and her voice is either high pitched or very soft to the point I can't hear her

I catch her looking at me multiple times a night and she either, looks away quickly or holds my gaze until I look away

She seems confident around everyone else and uses her normal voice and is more engaging.

Sometimes she lowers her head or looks down when passing me

And I've also seen her purposely avoid eye contact when she knows I'm there

She works in a shop that I frequent, I don't try to chat her up or anything I've just noticed she's that way when she's serving me, and she's more herself with other people
