That's an interesting viewpoint. I think it comes under the heading of "life, liberty and the pursuit of happiness" from the United States Declaration of Independence.
It certainly is a choice a woman should be allowed to make up to the limits of what her fertility status allows. Whether it is "the" most important right is not clear since the right to life is a pretty important right too. (for both the mother and the baby I might add).
Now, if we are talking about survival of the species and not necessarily about rights, it certainly IS THE most important element of that.

Vance IS despicable, but until proven otherwise, seems the sort with no firm beliefs other than what gets JD Vance into power. I think he could see, unlike Trump, that his present beliefs are untenable, and thus he could again change them. The problem would be if his new tenets, if any, would become more moderate or more radical.
The fear Americans should have with Vance is, unlike Trump, he's intelligent, though he lacks even a fraction of Trump's disgusting charisma. Instead, Vance is EXTREMELY cringe, which in all likelihood would eventually sink him

Giving birth and being a mother are two entirely different things. Being a mother means being responsible, selfless, and being in a good place (mentally, physically, emotionally, financially, etc). If a woman proves be unfit, her “rights” should be revoked, either temporarily or permanently.

I would go further and make it universal. The most inviolable right is bodily autonomy for everyone. If you don't own your body what DO you own? What other rights can you claim for yourself if you don't own yourself completely?
Yes. Full freewill if the only harm is to yourself. However, living in a civilized society it's impossible as you would harm others emotionally but just the same, it's not violence in the traditional sense. I'm thinking more along the lines of euthanasia as another good example of body autonomy.
Society has an inmate interest in harm reduction so addiction treatment should be prioritized because that INFANT MAY become a ward of the state and then your harming taxpayers so no, she cannot because it MAY effect tax payers

Also last I checked no 13-year-old should have the right to be a mother.

I think women's most important right (well, anyone's right, really) is to be free to choose her own path in life. Be a mother, don't be a mother, that's your decision. There's people out there who don't want to be one and their reasons are valid. You should not be forced to be a mother, or even pressured to be one. People are better parents when they're willing to be one. No one's life should be boiled down to one singular thing. Women are people and people choose their own paths.

@Gwendoline my heart breaks for those women and men, but if you can’t for whatever reason, ie: infertility, thats not a violation of a woman’s rights.
Some women are moms and have zero business being moms. I don’t believe that being a mom or a dad should be an automatic right.
But to be able to chose for whatever reason to be pregnant or not that is a right all us women should have. As we should have the right to chose to abort our pregnancy if we are pregnant through rape or incest.
Not many women want to give birth to a baby they were forced to have by being raped by some creepy dad or uncle.
