The short answer is "no". The long answer is "it depends on her level of interest in you--if you can even gauge it accurately--but since you guys work together, it is highly discouraged; you shouldn't jeopardize your income, for the chance to get your d*ck wet."
This is basically a social venus fly trap: women are allowed to prance around, practically naked, and men are forbidden from noticing. A woman dresses like this because she knows that her body is alluring, but she also knows that you being observant of this fact can get you in trouble, so she is playing fast and lose with dress etiquette, trying to see how far she can push the envelope before you "take the bait". You're also probably not allowed to report her to HR for "creating a hostile work atmosphere" simply on the basis of her clothing choice (I'd be surprised if they allow that and don't can you for even making such a suggestion), because that would imply that you are trying to force your ideas of "propriety and modesty" on her and remove her bodily autonomy to do as she pleases.
It's truly a degenerate, cretinous way for society to function: torturing people with their own natural, bodily desires.

I've worked with lots of women who were comfortable in their skin and regularly displayed decolletage. They knew what they were doing and weren't offended by appreciative smiles and glances. They brought cheer to admiring guys with their pleasant, charming attitudes. And they weren't sluts. They were just women with female assets.

Secondly, the way I see this, you're baring the entire top half of your chest and then, you're gonna complain about being cold! GEE! I can't imagine WHY? From my experience, tits normally ARE cold!! Then, you're gonna expose them to even colder weather? I'd prefer to see them completely naked but, if you're cold, COVER THEM UP!! I don't HAVE to keep my nipples covered but, I usually do! How many guys do you see walking around in scoop-neck tops showing off their chest?

The problem is, if you have big breasts they look bad when you cover them up and clothes actually look better when you show more cleavage. I wear such clothes too and keep in mind, most people don't look down a woman's shirt like that so the view is not that impressive. Unfortunately larger breasts often look "vulgar" no matter what we do with them and it's not a choice.
As for whether I wore it for attention - I wore it, as I said, to look good and fashionable in my clothes. Because it looks good on busty women, better than covering up. Also, it's difficult to find shirts that cover up large breasts and lose shirts make busty women look fat, because it creates the illusion that the midsection is as big as the chest.
If wanting to look good means seeking attention, then maybe? But every woman wants to feel good. As for men looking... I really didn't care. I would if it was rude staring but for the most part men I worked with were pretty professional. But either way, I don't care if they stare. It's normal for men to look and women and vice versa.

@SuchSightsToShowYou I'm hourglass and I like my shape. Some clothes I find cute don't work for me but that's the case with every body type. So no matter what I looked like there would be inconveniences, you just have to learn to work around them. Wearing such tops is one way to do it :P So yes, you could say I like it but if I wasn't big then I probably would accept it too. I know some women complain of back pain, but personally it hasn't been an issue... I have a strong core lol and it's muscles that should hold you straight, not bones :D
And there's gotta be perks to being so endowed, right? Like free drinks, and getting out of speeding tickets, and your male coworkers all being in love with you?

Yes, men liked my breasts and that added to my attractiveness when dating, but beyond that? Having a man I'm not into/dating being interested in my breasts to the point of them giving me perks would just make me uncomfortable tbh I'm sure some women can and do take advantage but sadly, that wasn't me lol BUT breasts aside, I am pretty attractive (body and face) so I definitely had some pretty privilege that I wasn't always aware of. I cannot tell to what extent though, aside from dating situations

Like, I can't be 100% sure, but I just don't remember doing it intentionally. No, I don't regret not abusing it... I wish I wasn't so shy when I was younger and lived more bravely. Perhaps, taking advantage of my pretty privilege would be a part of it then. I don't think it's bad by the way... beauty is a gift. You wouldn't ask someone who's smart not to take advantage of it. But alas, I just wasn't the kind of person to do it... aside from dating, as mentioned. Of course, being pretty made it easier to get a nice husband who's also good looking (among other things).

Girls know guys will look when they dress like this (and they like that, even if its people they're not actually interested in)... Knowing that, its a choice those women make, and I find it really problematic for people who do this if they are already in a relationship, like why are you ok with the fact that others will look at you in that way... literally no need. I can't see how a woman dressing so blatantly like that on her job is not trying to get attention. And then the irony is that as soon as you or some other guy stares and she sees it, or even goes as far as to boldly make a flirtatious statement about it, she will get angry and feel "harassed" and then complain about it. ima be honest, i dress revealing because i get the most attention. call me an attention whore all you want, but it's nice to get compliments. i also just don't own a lot of cute modest clothes, most of my going out clothes would be like tank tops and skirts. also i think it depends on the area and people you grow up with, i have 3 older sisters so i grew up wearing their old clothes which a lot of the time weren't appropriate for my age.

Not every person dresses up how they dress for the same reason. But for the most part in general most people dress how they feel they look their best.
I for example don’t dress with all the clothes I actually like because they don’t favor my body form and I don’t look good in the dresses that I would prefer. So I opt for other styles that make ME feel like I look good. Not necessarily to get attention but for myself to feel good how I look and not it gets attention well as long as it’s not bad attention it adds to the feel good of oneself
Its normal to stare a bit, just make it lowkey and dont do it too often and too hard, otherwise you'll look like a total creep. Also, while some women do dress that way for attention, a lof of them dont, they simply do it to feel pretty and boost their confidence.

RingOfFire, as to your question, the answer is yes- at least in my experience. When I feel pretty I am confident. When I dont, it doesn't matter to me if other people think im pretty, i only care when im up to my own standards. So if i dress up pretty and dont get any stares from men, i am completely fine with that, even happier because i personally dont like getting stares.
