When a girl says ‘’whilst you can of course chat and ask me questions it doesn’t mean I owe you a answer’’ do girls still like you even though they say this

It means exactly what she said. She is saying that it is fine to ask her a question but if she doesn't feel like answering it she isn't going to. It's pretty simple. Perhaps she doesn't want to answer certain questions that she finds too personal. Then that is where the "I don't owe you an answer" part comes in. She is more or less telling you that you shouldn't automatically expect an answer from her just because you ask her something. Think of it this way, if someone asks you for your bank code do you owe them that just because they asked for it? Of course not. Same rule applies here and I'm guessing she means if it is too personal she isn't going to answer the question.
