I was chatting with a girl. And she said, "who could be mad at such a cute boy". In that context, when she said cute, is there a way to determine if she was referring to my personality or looks? We are friends no question at the very least.

she meant it as something slightly beyond friendship. It is too flirty to say to a friend, yet not so overt that you have to react to it. It is likely an idication that she has some sort of romantic/sexual feelings for you that are going beyond friendship. It can be cute in looks and/or personality. In this context, you can consider it "both." It is an indication your friend might be interested in you. Look for other signs to confirm that's likely before assuming too much. But nobody says that to their friend.
