If you're asking because of a situation with a particular guy. This question works better if you tell us the behavior this guy is displaying. Let people interpret HIS behavior, rather than having guys listing off things they might do (which may be a totally different kind of flirting)

Lol thanks! He is shy never starts the convo. He is always looking at me when he thinks I'm not looking. He smiles a lot when he sees me. If I say anything he nervously laughs. His eyes are always very glassy and dilated when I see him too not sure if that's a real thing or sign he likes me

Dilated and glassy eyes aren't usually a sign he likes you. At least not that I'm aware of. It's quite possible you've just noticed something that I never did and it is really a sign. But let's put that one to the side for now.

The sneaking glances, smiles a lot and seems to nervously laugh at everything you say... those are all very common signs a guy is into you. You know it deep down I think. You're just looking for a second opinion for confirmation. Confirmed from what you wrote here. One more that I imagine is present too is him always seeming to want to be near you or next to you?

I'm shy around girls I like. I have gotten extremely anxious when I really like a girl. I kind of act like a turtle hiding in his shell. I think I look calm and collected on the inside, but inside there is panic. I don't have enough energy to pursue a girl for short term interest.
