Girls, Is it true that even if a girl doesn’t reply to a text from a guy it doesn’t mean she doesn’t appreciate hearing from him?

I know that men have times they won’t reply to a text from a woman, unless it’s a question or if it’s convenient. I’ve heard that, with women, they sometimes might compartmentalize things, so, if they’re focused on something else going on in their lives especially if they’re busy, they might read a text but not respond, even if it’s a guy they are attracted to, but they’ll still appreciate it, seeing that the guy was thinking about them. I’m referring to the type of guy that doesn’t constantly bombard her with texts, but sends texts either asking a question or just sends one when something makes him think of her, and if he doesn’t get a response he goes about his own day
