Why and when did it become socially acceptable for women to just not wear pants at all in public, or at least where I live?

By that I'm not referring to shorts, skirts, or dresses. I'm referring to women who just simply wear a shirt that's slightly too long and nothing else underneath, not even short shorts. Just either panties or commando. I can tell because there's too much upper thigh for short shorts to exist and I can often see a hint of butt cheek.

The picture is a pretty excellent example of what I mean though looking closely I can't quite tell if it's a long shirt or a dress/skirt that has ridden up while sitting. But let's say that it's a shirt and that it hasn't ridden up and that it's same length while standing for the sake of this question.

Lately I've seen more and more women dressed like this. Before COVID it existed but was rare but after COVID I've seen it several times daily. I've even seen some friend groups with all the women dressed this way.

I asked one female friend who does this why she does it and she said she can only speak for herself but that she got used to dressing this way during COVID and didn't want to revert to the way she used to dress before COVID.

All in all though I'm wondering why and when this became socially acceptable. Or at least where I live. I personally think it looks more silly than hot and doesn't seem practical, especially when sitting in public seats.
