It is the shape of the butt that makes it desirable.
Nice butts are firm with no stretch marks or cellulite.
They also have a "peach" shape to it, with a distinctive butt crease.

Believe it or not, most guys actually like girls with a LITTLE fat on them. Especially if that fat is located in the breasts and butt. Some like fat more than others, but I'm sure every guy can agree that he likes a girl with a nice posterior. It just shows that they're healthy (unless it's too big, and very unhealthy looking) and more primal, are going to be better at child rearing.

Big boobs are also big sacks of fat. And on the contrary! My butt is on the "bigger" side for a thin person, and it's mostly muscle from doing so many squats and lunges. Butts are more muscle than boobs are.

It's not about the size. It's about being in shape and firmness and such. I notice many girls thinking they rack size is big for example but they're just sagging. So if the guy is fooled when a heavier girl mentions her bra size he ends up disappointed when the bra comes off. Toning is very critical when it comes to whether or not a butt or rack is attractive.

I feel like I should give the scientific answer:

People like larger breasts and hips ( I.E. butts ) based on the concept of fertility. Though a complete myth people still believe that larger breasts produce more milk and that having a bigger butt and thicker thighs are signs of sexual maturity and birthing ability. While pelvic wideness does matter it is not visible; very thin women can have an easier time bearing children than very fat women due to this pelvic discrepancy.
