Why won't this guy let me follow him or follow me on Instagram?

So this guy I like stares at me at school, frequently. I requested to follow him on Instagram and he won't let me follow him but has declined my request either. Also, my best friend just followed him and he followed her back! Guys can you help me here?

Since you're unable to connect via social media, why don't you just go talk to him in person next time you catch him looking at you?
