Brother in law always nervous around me and I don't know why?

Since the day I met my brother in law he is always very nervous around me and in turn that makes me become nervous too and I have no idea why. He seems confident around other people but with me he's so shy and nervous. He also seems to remember everything I say even stuff that I said 5 or so years ago. In his career he deals with people every single day so he doesn't necessarily have an anxiety disorder. He doesn't try to avoid me either he's just always really nervous.

What do you guys/girls think it is? How can I make my bro in law not so nervous. by the way I call him my bro in law but his brother and I aren't actually married but he's family to me so I call him bro in law.
