Not much context but if you say "Hi!" and he says "you suck" then well... you suck. But if you cancel a get together with him and he says "you suck" then he's really disappointed and pleeeeeaassee reschedule. If you go somewhere fun without him and he says "you suck" then he wants you to invite him next time. If you do better than him at something (or just do something good in general) and he says "you suck" then he's secretly proud of you and thats him saying good job. It's not really flirting but a guy who wants to show emotion without being emotional.
I would have to say it depends on the relationship you guys have. Are you friends? Do you know each other well?
If you are friends its normal for one to tease the other. Don't make things to complicated and try to read into things that may not be there.
If this guy is under 18 as well and he likes you. He'll tell you soon enough.
