What does it mean if a guy looks at a girl's lips and boobs while he talks to her?

For example, a guy sits in from of me at a table and he talks to me. As I'm really listening to what he says, and I'm not expected to talk, I make eye contact to show I care. And while talking, the guy stares into my eyes (I think this one is normal) then looks down at my lips and finally at my boobs. And he does it three times in the same conversation. Also, I don't know him very well.

I generally do not keep 100% eye contact. I find 100% eye contact creepy for some reason. I will look around too, but I do keep most of my focus on her eyes. While he is looking down to break eye contact, he may not be staring at your boobs, but just focusing elsewhere.

Hmm, well some guys just don't hold back when they stare at boobs. Sometimes we just do it without thinking. Looking into someones eyes can be really intimidating and it is easier to focus elsewhere. Lips and boobs are great to look at anyways. I am sure he just feels a little uncomfortable looking into your eyes and just cycling his focus.
