If a guy likes you he'll test the water so to speak and only try to touch you (not in a sleazy way, just your arm or something like that) when you've, to him, given enough signs that your interested.
If a guy has been friends with a girl for a LONG time, then touching and whispering is pretty normal in appropriate amounts. But if it's with a girl who he's just gotten to know recently, than it's a safe bet that he's interested in her.
Well... what if I say its complicated, help? lol.
Depending on how the physical contact is delivered it can easily be interpreted as a sign he's interested. I don't know how aware of the fact he is, that when it comes to physical contact, women notice it all.
