This guy at my university was always staring at me with a blank stare. I thought he was really cute, but I'm painfully shy so I couldn't bring myself to approach him. We usually saw each other in the parking lot, and one day he parked one or two spaces next to me. We were both sitting in our car, and I got out and went to the passengers side to get my books. I was wearing a short, flowy black dress with thigh high vertical striped stockings and combat boots and I bent over a bit to get my books from the seat. I didn't flash him my underwear or anything (I was wearing shorts underneath anyway), but it was just enough to get a bent over view with the dress/stockings/back of the legs. I'm really sure he saw me do this, and I'm wondering what he could've been thinking when he did.
It was kind of like this, but there was NO panties or crotch or butt cheek showing and I was little more bent over and wearing thigh high stockings.

This is the cool stuff that girls get to do that guys can't get away with. Of course it turned him on. He probably fantasized about it all night. If you're shy, it's not going to be easy, but you obviously have some courage to do what you did. Girls tend to be more courageous than guys in my opinion. Guys think they're the ones in charge, but really the girls do the hardest part. Next thing is to make contact of some kind. You don't have to have a big conversation, make some kind of excuse to talk to him, comment about what is happening, make it casual, like you already know him. Like he already asked you out. Then try to ask him questions that might lead to a date, try to get to know him, chat as much as possible. The longer you have spent together 1 on 1, the easier for one of you to suggest going and continuing the conversation at a cafe over a cup of something, or grab a pastry or snack together. Make it seamless, not built up like a date, but just extending the interaction. What you did is great. It's a very primal way to break the ice. What you said was, "I don't know how to say it, but I'm inviting you to approach me." He might be really shy, so maybe you could look on it like you are taking mercy on him, focus on how insecure he is and that will help your overcome your own shyness, because you realize you can help him. Remember, he has probably already fantasized about you, he's ready, all he needs is for you to get close, hang around. You don't have to talk much or even at all at first, just get close. Eventually he will say something. Or if he doesn't just say "hi" and tell him your name "I'm [yourname]." Then when you know names, talk about class etc.
It would only work if he finds you attractive. A girl can be doing the nastiest sh*t known to man but a guy will still get turned on by her if he finds her attractive to begin with. We're really not that complicated.
Well considering it's a parking lot at university he probably sees stuff like that a hundred times a day. Better to just say hi even if you're shy. Once he knows you bending over will make more if an impression. Right now you're just one if a thousand girls at uba who bent over to get her books.
Shyness isn't a real thing. You just have to make an effort and gradually it disappears. Make shy person is just an outgoing person with no experience being outgoing.
