What does it mean if a guy gets upset that I don't say hi to him?

so me and this guy started talking over summer and we really got along and he would tell me all the time how much he liked talking to me and then we stopped talking for a little bit becuase I thought he didn't want to anymore and then when school started I would just walk past him when I saw him and then he texted me and told me he gets upset that I don't say hi to him and he even told my friend that I don't say hi to him and that he looks at me all the time to say hi but I don't look at him

It means that he has a crush on you and is obsessed about you. And any little thing like that can hurt his emotions. He'll learn eventually to control them. Do you like him?

Yeah I do and that's what I thought but then all we do is say hi to each other so I asked him to hangout and we did and then he's all like "you don't call me anymore" and I'm like "well you don't call me either!" and then he told me he thinks I don't want to talk to him but I asked him to hangout so wouldn't he know I'm interested?! and at the end of the hangout he goes "send me a text if you wanna hang" so what does that mean?!

Well he probably just wants more and more attention every day. And maybe being paranoid. The best thing to do is to tell him that you really like him and that you'll hang out with him whenever you want but at the same time you can't spend ALL the time with him and you have your own things to do sometimes too. Tell him that whenever you have free time, you'll ask him to go out.

No but it doesn't seem like he's beggin me to hangout with him or anything that's the problem I don't know if he REALLY cares about getting to know each other more becuase he shows no inititative and puts it all on me to do

I assume he is pretty young. He is probably not used to doing many things by himself and being initiative . Maybe he is simply too young for you. Maybe you have to talk to him about this and hopefully he will understand that it takes two to tango.
