Is it good sign if guy asks why I didn’t say hi to him?

I told him that I saw him in public one day. Upto to that point we have been just chatting. He didn’t saw me in public but I saw him. When I told him that I might have seen him he was like ” why didn’t you say hi to me or pull from my sleeve?

What do those two things have to anything? YOU recognized him, not vice versa. Look, I'm not saying he's all pissed off about it, he shouldn't be anyway. But it definitely bothered him, or he wouldn't have made the comment. If it were me, I'd definitely think it was weird for you to not say hi, and I would think you weren't really interested.
