Like others have said there are different types of hugs. A lot of it is to do with where the person touches you on your body. Your friend is correct in the saying the hug around the shoulders is more a friendly hug. It is the more "Hey how are you hug" but if a guy wraps is arms around your waist or hips and pulls you into him it is much more flirty and more sexual. If he touches your ass it is very sexual. Also if a guy picks you up off your feet while hugging your tightly that is also flirty. So yes listen to your friend she is exactly right.
Hugs to me when I was under 18 were scary. I didn't really like being hugged then like from a girl... my age. To me, hugs are hugs. Hugs mean "I love you" or "I care about you". Grabbing th butt is just a sexual thing.
