My crush always stands behind me quiet as a mouse?

He doesn't know that I know but my crush will often come up behind me when I'm alone in a room and just stand there. It'll be entire minutes of silence before he says hello and I turn around or pretend to be surprised. He does this allll the time and I was wondering I anyone had any idea why? He is a funny, outgoing guy but he is so quiet around me. The one time he did approach me he came up to me from behind and talked to me over my shoulder! Is he that nervous? I makes me think its too soon ask him to hang out?
