Because they think you're cute, attractive, etc. and they're pretty confident or just don't give a damn if you reject them. If you're living in a really densely populated area then that's another reason it might happen more often.

  That's kind of you but a guy's experience is very different. Guys don't really get approached.
  
  Except for this 40ish woman one time complimenting my piano playing I've never been approached. Even she could have just been being nice, idklol.

  Some are but the fact you have to bring them up points out that they are a small minority. So while sitting and waiting is a valid strategy for a female, the lads are forced to approach most of the time.

Because it is normal to approach people you like. How else do you think the men and women that have bfs/gfs got their partners? If the guys are under 18 it is fine but if they are way older than you it is just creepy and wrong.
