My crush stares, but doesn't smile. Is he not interested?

I have a crush on this guy. We usually make eye contact, but neither of us smile. he was sitting not so far away from me. When I looked at him, he was already staring at me with a blank facial expression and we made eye contact.

I don't think he's shy or nervous. Looking someone dead in the eye takes a level of comfortbility and purpose. Now I would think it would be absolutely creepy if he was staring at you, and you looked at him and he had a smile on his face like the joker. The blank face seems reasonable and he is doing one of to things, thinking about you while he does it in a positive way or he's simply not thinking at all and admiring everything about you. We all know people come and go in our lives, I'm kind of starer myself mostly for that purpose and kind do it slightly to anyone. But I remember when I had a crush in highschool, and we just kept it at a casual level. But then we both kind of discovered our mutual feeling of attraction, and whenever she would be around my family and friends I would literally stare at her because it wouldn't be to weird. I wouldn't be thinking to hard about it, just admiring her beauty and especially her eyes since they were beautiful green eyes. She would notice the staring but we would be in groups of people, and she would always look around my staring. She later mentioned my staring acknowledging she saw me. But I knew she would. I wanted her to see. I didn't care. We had liked each other and were great friends but couldn't be together because of our sticky life situation. So I sat there and indulged in the moment of a highschool sweetheart I would never be able to have, she knew it to. I now hardly ever get to see her anymore and she has a boyfriend etc.. I til this day never regret staring and only wish I could admire more. It might sound kind of weird but that's life, people lay outside and admire the stars and just taking in the beauty of everything, women deserve to be admired no differently. I continue to give women the time of day, because a simple state can go a long way. Especially when communication exist between two peoples eyes and a word never has to be said. It can be simple, sexual, loving, admiring, and just basking in the moment. My advice is that COMMUNICATION is key. He doesn't know what your thinking, visa-versa. You have to talk to him, be open and comfortable. You both could be wanting each other but denying a beautiful relationship of any sort because your lack of communication. This is the main reason people are left in the dark or fail, they decide to pass on the opportunities to simply express and communicate to create fruitful things in their lives.
