generally, like with men complimenting women, you want to stick to thins that we can control, like a piece of clothing. yes, i suppose you could say that you could control your body in terms of the muscle gain and all that, but, don't say things like "you're so tall", because that's something we can't control, and you'll seem shallow to short people anyway. so, yeah, try to stick to a piece of clothing they've chosen to wear. like "nice kicks" or "cool hat"

the shorter the better. long compliments make you look like you're trying too hard

No I wouldn't say turned on (unless you're complimenting the penis, then maybe a little?), but we like to hear them (like women do). Makes anyone feel good. Especially us guys as women tend to dismiss being attracted to us physically usually. Guys like to feel physically attractive to females also.
