What does it mean when he stares back?

Okay there's this guy that I've kinda been looking at almost everyday since the semester started haha. It actually sounds very creepy but whatever.. We've talked a few times but not like a full on conversation. But he never looks away whenever I stare/look at him. It's like he kinda smirks and raises his eyebrows a little ahhdsfhd idkkkk. I'm probably overthinking it. But we look at each other almost everyday and he never looks away or never looks creeped out? Does he like me or am I just overthinking it?
