Why does he try to get my attention, stare at me from afar, but won't look me in the eyes up close or make a move?

This guy that I run into quite regularly always tries to find a way to cross paths with me. When he does, he looks down when he comes near me, but looks right at me when he's looking from afar. My best friends have caught him staring at me while I'm not looking. They also tried to convince me to request him on social media, so I did. He left the request pending for about a week. I saw that he was active on his account (liking/commenting pics through mutual people) so I felt dumb and as if it was a sign he wasn't interested and cancelled the request. It's been a while since I requested him and he still hasn't given up. His behavior became a lot more noticeable to me after I had cancelled the request. I'm not sure what he wants or why he's acting this way?

A lot of men prefer the woman to make the first move whether it's due to him being shy or because he's been rejected by a complete an utter dick weed. He might suffer with anxiety as well so he can push himself to talking to you. The chances are he needs you to go for it first if you like the look of him back. but he probably likes you
