Sometimes people can't help who hey stare at. Sometimes its attraction, other times there is something about you they can't get over. If its really bothering you, just tell him to stop and then ignore him as best as possible. Sometimes such people just want attention. Or have the 'want what they can't have' thing going on.

Had a girl do this to me in high school asked her out she said no "because we don't know each other" we know each other for 7 years-ish? Also isn't the point of a date to get to know someone? Long story short she was evil as women get and glad she said no.

There's the chance he's conflicted. I've personally spaced when trying to comprehend my feelings around people I thought I had feelinga for. I still do at times with my wife.
