Wherever I go, a coworker follows, and in this instance, I was working while chatting with a friend. I turned around after hearing him enter the room and engage in conversation with the manager and saw that he was facing me with his eyes fixed on me. He was looking at me and spoke to the manager.

I went into the adjacent room after leaving the first one and sat down at the desk there. He shifted his body between the door frame so he could keep staring at me while talking to the manager, and I saw him doing it out of the corner of my eye.

We made eye contact, and I looked away, but from the corner of my eyes, I could tell he was still staring at me.

He does this all the time.

It's possible that he stares at you because he has feelings for you. It's also possible that he is simply interested in what you are doing and/or how you are interacting with others. It could also be a combination of both. Ultimately, the only way to know for sure is to ask him why he is staring at you.
