Why does he stare at me longly when I’m not looking?

there’s a guy that always stares at me when he thinks I’m not looking and when I look down he looks away it’s like he thinks I caught him but I was watching him from the corner of my eye

also when the teacher is talking to me he looks in my direction and when we’re about to leave he does it aswell

what does this mean?

I’ve also seen a lot of guys do this and it makes me wonder what do I do for other men to notice me I just don’t do anything, I dress nice im pretty but why do they look at me when im not looking but when I look at them they just look away and it keeps happening
