Staring and Smiling, what does it mean?

This guy always smiles while staring at me whenever we hang out. For example, I'll be talking to my other guy friend and I'll casually glance over at the named guy sitting near us, and he'll be looking at me smiling. Also sometimes he'll say something to me and we'll be standing in front of each other and he'll just be staring into my eyes smiling a really cute smile... Am I over-reading this? What's your opinion?

It means he likes you. Talk to him. If you like him, ask him out. Girls are much better at noticing such things than guys, so he probably has no idea if you like him or not.

If he looks at you and smiles, even when you aren't watching (or he thinks you aren't) then there is probably something there.

It's possible that he's naturally a smiley person. Does he do that with other people?

Well he's kind of a shy guy, but he's also very affable... I don't think he's a smiley-smiley guy though, if you know what I mean. He does smile when talking to people, but I mean so does everyone else.
