Can't tell if it's a compliment or an insult.
The joke is that IGN tends to award really high scores to video games on average, often times without a sufficient amount of justification.
Which is generally seen as poor journalism because it makes one think the reason is maximizing profits rather than delivering objective criticism.

So the meme goes like "some dumb and insignificant feature = 10/10 - IGN"
Such as "The water in this game is blue and grass is green" 10/10 IGN.

But maybe the guy doesn't understand the sarcastic undertone of the meme and it might have just been an honest mistake on his part.

IGN is a website and on that website they review games... and have articles and stuff with technology and stuff and movies I think... but that's how they rate things on there... so maybe he was figuratively speaking lol... if something rated on ign is 10/10 then that means that it's really really good... so he's telling you that you are really really good lol... thats what I think...
