Why does my crush like to piss me off and push my buttons?

He keeps staring at me all the time only when he thinks I'm not looking and quickly looks away whenever I catch him. He also finds excuses to hang around me all the time but never says anything just keeps staring at me from afar. His friends have teased him once around me.

However, whenever I try to talk to him he keeps acting mean towards me and likes to piss me off and push my buttons but he's otherwise a really sweet and nice guy to everyone else. So what's up with him?
