Guys don't kiss while grinding?

When I'm out dancing and grinding with guys, they usually start making out with me. One time, a guy started grinding on me and he was really into it and initiated the whole thing but when I leaned back to kiss him, he didn't do it. But he continued grinding on me.
Why won't some guys kiss the girl they're grinding on?

Grinding doesn't have anything to do with swapping saliva some people aren't comfortable with making out with strangers.

Admittedly, this kinda surprises me. Seems like a leap to go from, "we're dancing" to, "let's kiss."
