What does it mean when a guy leans/slide back into his chair?

What does it mean when a guy leans back into his chair like the picture below (his feet aren't crossed though his arms aren't always behind his head and his hips are thrusting more upwards when)
a) they do it just in general (is it a comfortable position) and
b) they only do it after they look at you
