"She's not ugly" is one a bit cried either way. Way better ways of not insulting some one, but I digress, he means that you are not his type but you are still attractive. But over all he wouldent just hop right in to bed with you with out getting to know you for a bit.
May be he just meant that other girls are ugly and in that context you are not?

To me not ugly means average usually because if they're attractive I wouldn't be so timid to not say it.
Depends. If he's dating someone or has a crush on someone that was around it could mean either. If not it just means that you're not subpar to him.
I think he was trying to subtly tell you that you’re attractive, I’ve said this to girls actually lol
He just catagorize ugly n non ugly n said u r not ugly
If you're not one thing, you're generally the other, only certain things in life, are grey area, this is NOT one of those times
