Guys, What guys mean when they say “I’m not saying you’re not beautiful”?

It could either mean someone looks average (not a bad thing) or that someone isn't really their type (person that is beautiful to someone might look average or even repulsive to another, it all comes down to personal preferences and their chemistry).
