Where I live I see that a lot. My sister is skinny and she's a Double D so I usually see girls with the same average size. So since if it's in the genes, I don't know if it's considered an achievement. Once I'm around the weight I'm supposed to be for my height, mines will still be huge since it's in the family of my dad mother side of the family.

No, I wouldn't put it that way. The size of her breasts is pretty much a matter of genetics, although weight changes and pregnancy, etc. can have an effect of their size. So the girl in your pic, for example, didn't accomplish anything in terms of an achievement for having breasts like she does.
