I don't know about effeminate, I'd have to see his face but he looks thin. I wouldn't be surprised if you said he was 15. He is still a man, a 5'10" man, no I wouldn't expect a 5-foot girl to be able to overpower him. If he is trained in boxing, MMA or Jiu Jitsu he could probably take bigger, stronger guys.
If I were him I'd still want to hit the gym and do squats, power cleans, bench, chins, deadlift... etc., eat a lot of protein and up my calories and "manly" up my physique a bit.

He’s not one of those crazy strong folks, but I wouldn’t underestimate him. Muscle size doesn’t always correlate with strength. I am not super strong. I don’t ever try to increase my strength because I’ve never come across something I needed to lift that I couldn’t. He could probably beat me up plenty well.

I bet she could overpower him. Height is not necessarily correlated with strength. I'm short but so much stronger than my tall friends who look like that guy since I work out a lot. He looks average, and that other girl works out, practices fighting techniques, look like she could take him down 1v1.
