Usually its cause we dont need it after we shake our dick around and get all the drops out. Also the toilet paper sticks cause every where has such cheap toulet paper.
They probably don't more than a bit.

Unless your foreskin is really long, urine doesn't really get trapped in there. You need to be erect to really pull your foreskin back anyway, so it's tough to pee when you're hard.

It's not that you can't, it's more that it's difficult to. Having a penis is like peeing out of a really large clitoris, does that make sense?

And peeing while hard is pretty uncomfortable. Not only is it difficult to aim, but I tend to feel a slight aching or burning sensation? It's not like a urinary tract infection, but it's just mildly uncomfortable. When you add that to the difficulty aiming, it's really not a pleasant experience.

I actually do use toilet paper when I can. Shaking it just doesn't get the job done. I hate putting it back in and then getting a few drops of pee in my shorts. Better to just dab it off with toilet paper. I'm in the minority on that one though.

yes l do or the pee would burst out all over the toilet and floor also if you dry your penis with toilet paper the toilet paper would stick to the head of the penis you can wash your penis under the tap in the bathroom l do that hot and cold water mixed

Honestly speaking yes, for hygienic reasons retracting your foreskin in a flaccid state, during urination prevents bacterial growth underneath and on the glans of the penis (penis head). Also men should be retracting while cleaning it daily. Unless other issues prevent them from being able to retract their foreskin (that is a separate conversation).
